SPARQL protocol progress

I've checked in some progress on the SPARQL protocol editors' draft.

The current version is at:

In particular, I've completed a draft of section 2.2, detailing the 
update operation.

*Comments encouraged.*

What's left to do:

* Add more query examples to show the "query via POST directly" style.
* Add examples for the update operation.
* Flesh out the security section.
* Fix the conformance section.

I'd love help with the examples if anyone is so inclined. Drop me a note.
