This covered negated property sets (which we have introduced) and 
descriptions of properties (in the absense of variables in property 
paths).  I haven't heard any support for the latter suggestion in the WG 
in this round of standardization.  Later introduction of variables into 
paths might provide a different route to the overall goal.
