Overall, looks good. Plain text - there should be more use of it! Sec 2: Minor: "SPARQL services made available via the SPARQL Protocol should return" s/should/SHOULD/ Sec 3.1: Minor: It's IRI. Sec 3.2: Minor: Graphs, not datasets, have entailment regimes although the cases of one graph at a service endpoint or all graphs at the service endpoint having the same entailment regime makes sense. Mixed cases occur - the same data via two named graphs is something I see being done. An example, including extracts from VoiD would be good. Time may not allow. Andy
