added agenda item: survey (was: SPARQL WG Agenda - Apr. 21, 2009)

Dear all,

slight modification in the agenda

I added one more agenda item

* Feature Survey

concerning the survey and how we expect you to fill it. I will explain 
that briefly in the telecon.

As for the features to choose from, I added all from the wiki except 
those which have been discussed to be redundant or that had no support.

There is one exception: I left in "query by reference" in the survey at 
the moment, since I got the impression from the discussion that
"parameters" is strongly connected to "query by reference", i.e. one 
doesn't make much sense without the other. I'd like to briefly discuss 
that, before I remove "query by reference".
  Also speak up now if you want to save one of the removed features in 
the survey.
