ARQ passes all the tests under manifest-evaluation.ttl, both normal and 
reference query engine (so includes runing with no optimizer "helping" for the 
new combo and complex tests :-))

The i18n/ and dataset/ directories, which are marked approved, weren't in 
manifest-evaluation so I added them and committed  manifest-evaluation.ttl. 
They are already using the URIs.

I make it 237 tests in 23 sets.

I'm happy with this license.

We need to ensure point 1 (display of the notice) is handled.

W3C would be the copyright holder as the tests were developed by the working 
group?
