The Sep 13 minutes record a resolution: 

   PROPOSED: to change the value testing truth table as per table 1 of
   2005JulSep/0410.html[DB1]
   RESOLVED

I had some proposed text[EP] that I believe meets this requirement
for ||. I've added similar text for && [AND] and a truth table. I'll
beautify the truth table soon-ish.

I've adopted DaveB's changes in [DB2].
