relative URIs in RDF/XML (for test manifests)

_RDF Concepts and Abstract Syntax_ [1] says

Note: The restriction to absolute URI references is found in this
abstract syntax. When there is a well-defined base URI, concrete
syntaxes, such as RDF/XML, may permit relative URIs as a shorthand for
such absolute URI references.

which I believe permits us to use relative URIs, allowing portability
between file: and http: test repositories. Turtle also allows relative
URIs [2].
