This is because the editors were waiting for the numbering to become
stable as the document.
The repeated 2.3.1 was a XML nesting error - now fixed.

These will be put in place in the final version - for now, I've made
sure they point to possible names.

Done - "datatype" had more occurrences, so I've changed the other
occurrences to that form.
