SPARQL solution to unsaid issue satisfies PRIME requirements

The PRIME project has a requirement related
to the "unsaid" issue and objective 4.3 Non-existent Triples
http://www.w3.org/TR/rdf-dawg-uc/#d4.3

The current OPTIONAL/!bound() technique in SPARQL
reportedly meets their requirements.
