Yes, I think it does. IMO the only thing that might need to be done is to
clarify the SPARQL spec (perhaps by filing an erratum as you suggest). If
you look at the grammar, also SPARQL allows relative IRIs as value of BASE
(http://www.w3.org/TR/sparql11-query/#rBaseDecl) which contradicts the prose
you previously quoted.
