Turtle version proposal

I'd like to propose the following, given that Turtle has never had an 
official version number:

If Turtle syntax is aligned with SPARQL 1.1 (wrt PREFIX and BASE) then 
name it Turtle 1.1 to indicate the alignment.  Otherwise name it Turtle 
1.0 to indicate the lack of alignment.
