Which is the case with test turtle-subm-01, right? So I'm not sure how systems are passing it without doing the base uri resolution as I describe.

Are we looking at the same test? This is what I see:

# @base without URI.
BASE <http://example/> .
<s> <p> <o> .

It's not a "@base without URI," it's a BASE, with a URI, but with a trailing DOT.
