In Section 3 [1] of Direct Mapping LC Working draft (reproduced below), do we need to replace PLUS SIGN character in the value of a key column with its percent encoding? Example: Suppose primary key is the column lang_and_ver (of type VARCHAR) and one of the rows in the table is identified by the value "C++ 2.3.0".
