RE: Publication request: "RCH WG Explainer and Use Cases" as a first public NOTE

With that doc now published, I have updated the PR that now includes a link to it. See https://github.com/w3c/rdf-canon/pull/175


AFAICT, this is ready to be merged please Gregg.

The only outstanding thing that will need to change before the CR doc is published is the end date - which we don't know until we know the start date, but PA said he'd take care of that.
