Welcome to the RDF Rust Common Crates Community Group

Hi everyone,

as an opening email on the mailing list of our brand new Community 
Group, I would like to invite everyone to send a "self introduction" 
email to this mailing list (I will do right after this one).

Our first job as a CG is to nominate chairs, because only chairs can 
request the creation of a github repo under the w3c-cg organization. 
Once we have our repo, I suggest we use it to work on a lightweight 
charter, describing how we want to operate collectively, and in 
particular how we deal with chair nomination in the long run.

I volunteer to be an interim chair in order to get this started, but 
feel free to chime in if you volunteer to be co-chair and/or prefer 
another bootstrapping process.
