https://www.w3.org/Bugs/Public/show_bug.cgi?id=30106 --- Comment #2 from Michael Kay <mike@saxonica.com> --- I suspect the reason we didn't mandate selection of the highest version was to allow implementations to factor in other criteria: for example a catalog might label a particular version as "preferred" or "stable", or it might have some kind of configuration parameter giving meaning to the NCName part of the version number e.g. 2.1-Saxon versus 2.1-Exselt. I agree that "highest version" is the most sensible thing to do in the absence of other information (and the test proved useful because it was failing because of a Saxon bug!)
