Section 11.9.2 Deep Copy specifies the syntax for xsl:copy-of, which includes
the attribute copy-accumulators. However, the first mention of that attribute
is in 18.2 and then 18.2.2.
I believe it is customary that we list the attributes of a construct in the
body of its description. In this case, I suggest we mention it with a forward
reference to section 18.2.2.
