In section A.1., we write "HTML5 is work in progress, and the latest version
should be consulted.".

I don't think that is still true. In fact, the link points to the REC of HTML5.
I think we can normatively change this to be a pointer to a finished body of
work. The full title is now:

A vocabulary and associated APIs for HTML and XHTML
W3C Recommendation 28 October 2014
