We read:

"Implementation-defined schema components MAY be included in the set of schema
components that are used in evaluating an XQuery expression or XSLT instruction
in the process of using an XDM instance to determine the settings serialization
parameters."

I suspect there is an error in "to determine the settings serialization
parameters".
