At the meeting on 2016-11-15, the WG agreed to resolve this with the following
actions:

ACTION A-661-09 JR: Amend XQ 3.1 requirements (changing the status of this
requirement). (And while there under 2.4.4 collations, there is a misreference
to fn:put()).

ACTION A-661-10 JR: In the XQuery 3.1 spec, get rid of the optional fn:put()
feature

ACTION A-661-11 MK: Add reference to fn:put(), EXPath etc in a non-normative
appendix.
