Tests such as format-date-037 include a grouping separator.

      <test>format-date(xs:date('2016-01-01'), '[Y# $ 0,3-3]')</test>  

which I think cosigns the result to the realms of the implementation-defined
(see 9.8.4.3 Formatting Integer-Valued Date/Time Components).

 format-date-046 
 format-date-047
