The tests

fn-sort-collation-8
use the HTML ASCII Case-Insensitive Collation for sorting.
The spec says:
"HTML5 defines the semantics of equality matching using this collation; it does
not define rules for ordering. If the collation is used for ordering, the
results are ·implementation-defined·. The collation supports collation units
and can therefore be used with functions such as fn:contains; each Unicode
codepoint is a single collation unit."
i.e. the results are implementation defined.
