In the sectikn 5.3 under point 4b it specifies the maximum value of the year
but does not give any details of the minimum value.
Suggested text:
For the types xs:date, xs:time, xs:dateTime, xs:gYear, and xs:gYearMonth: the
minimum and maximum value of the year component (must be at least 1 to 9999)
and the maximum number of fractional second digits (must be at least 3).
