In 9.8.4.2 The Width Modifier, it is written
"Whether or not a presentation modifier is included, a width modifier may be
supplied. This indicates the number of characters or digits to be included in
the representation of the value."
The text appears to distinguish digits from non-digit characters. Is it not
sufficient to say "This indicates the number of characters to be included in
the representation of the value."?
