There is a sentence in the spec that says "The syntax for variable declarations
allows annotations, but XQuery 3.0 does not define annotations that apply to
variable declarations." But it does define annotations for variable
declarations - %public and %private. Should this sentence be removed?
This looks like it is a duplicate of part (1) of 16105, but it was never
addressed?
