I assume, but I can't find where it is explicitly stated, that implementations
can ignore annotations that are in namespaces that it doesn't recognize. I
expected to find text like there is for pragmas or options, something like:
"If the namespace URI of an annotation's expanded QName is not recognized by
the implementation, then the annotation is ignored."
But I don't see that anywhere...
