The text in 3.6.6 shows that the attribute use-accumulators is permitted on
xsl:global-context-item, but gives no hint of its meaning. All is explained in
section 18.2.2.

Section 3.6.6 should therefore refer to 18.2.2 for the explanation.

Note also, 18.2.2 on one occasion refers to the attribute incorrectly as
"use-accumulator".
