The XQueryX converter in XQTS needs the following enhancements:

* Converter should use generic XQJ to convert test cases
* Add an ant build for invoking the converter
* Refresh XQueryXConverter.jar to 3.1
* Fix typos in tests that prevent conversion
* Add support for tests that use the file attribute, e.g. <test file=""/>
* Exclude tests that use <error code="*"/> assertion.  Tests expecting static
errors can't be converted.
* Exclude non-XQuery tests (e.g. XPath)
* Exclude XQ10 only tests.  Some of these tests use function names that are now
reserved which prevents conversion.
* Converter should monitor failures due to known bugs like 13796
