Thanks for pointing this out. The problem occurs when there is change markup
such as

<p at="P-bug22767">

and we are generating diff markup for draft R only

and <loc href="bug22767"/> appears in the change appendix.

I think that in most (but perhaps not all) of these cases the change markup is
incorrect and should say

<p at="R-bug22767">
