It seems that section 19.8.7.10 Streamability of Variable References
(http://www.w3.org/TR/xslt-30/#streamability-of-variable-references) is broken:
- the "Otherwise" under (4) is incorrect, the variable reference need not be
bound to be streamable;
- the line right under the first Note, starting also with "Otherwise" has no
relation to any other text.
