Arising from the review of accumulators (see bug #27273), various problems were
identified with the semantics of the @applies-to attribute: in particular, it
did not appear to meet its original purpose, of enabling a streaming processor
to know whether or not a particular accumulator was applicable to a particular
source document.
After extensive email discussion the WG decided on an alternative approach to
define the relationship between accumulators and documents, based on a
@use-accumulators attribute on xsl:stream, xsl:merge-source, and
xsl:global-context-item.

changes recorded in the minutes.
