At Face-To-Face Meeting #579, the following decision was made:

  DECISION: accept the partial query mode from Ghislain's proposal in
  https://lists.w3.org/Archives/Member/w3c-xsl-query/2014Jan/0052.html
  but allowing updates inside constructors for nodes, maps and arrays.

At meeting #580 the minutes of the Meeting #579 were reviewed and it was
clarified that "partial" refers to the "query" query mode.

  'Clarification that ACTION A-579-19 is to only apply the “query” query mode
and not the “full” query mode from Ghislain’s proposal.'

This decision and the clarification are also recorded in bug 9026.

Recent changes to the working draft do not reflect this decision:

Both query modes ("query" and "full") were added to the draft.  To the best of
my knowledge, the working group only approved the "query" (i.e. partial) mode.
