See https://lists.w3.org/Archives/Member/w3c-xsl-query/2014Jul/0092.html At meeting #580 the minutes of the Meeting #579 were reviewed and it was clarified that "partial" refers to the "query" query mode. 'Clarification that ACTION A-579-19 is to only apply the “query” query mode and not the “full” query mode from Ghislain’s proposal.' Recent changes to the working draft do not reflect this decision: https://www.w3.org/XML/Group/qtspecs/specifications/xquery-update-30/html/Overview-diff.html#id-query-mode Both query modes ("query" and "full") were added to the draft.
