A number of tests, notably but not exclusively in the series vardeclwithtype-NN
and copynamespace-NN, include redundant variable declarations typically of the
form

declare variable $input-context external;

where the external variable is neither used nor supplied. A processor is
allowed (but not required) to raise an error because no value has been supplied
for the variable, but the test cases do not permit an error result.

The redundant variable declarations should be deleted.
