The specification does not currently allow such results. It states clearly:
If the value of $value is negative, the rules below are applied to the absolute
value of $value, and a minus sign is prepended to the result.
Feel free to request a change to the specification, but as a bug against the
test suite, I am rejecting it as invalid.
