F+O states in a Note in 9.8.4.3:
In [XML Schema Part 2: Datatypes Second Edition] (version 1.0), the value space
for xs:date and xs:dateTime does not include a year zero: however, a future
edition is expected to endorse the ISO 8601 convention.
XSD 1.1 is now a Recommendation so this note needs to be rephrased.
