The format-integer specification mentions, by way of an example:
For example, the format token ① (circled digit one, ①) has a range of 1
to 20 imposed by the Unicode character repertoire.
This statement was true in earlier versions of Unicode but is no longer true
today. For example, Unicode 4.0 introduced circled numbers 21 to 35 in
positions x3251 to x325f.
