The document found at

http://www.w3.org/2005/xpath-functions/collation/codepoint/

describes itself as a "namespace document", and speaks of the URI as "this
namespace". However, the URI is not a namespace URI, it is a collation URI.
Although it seems a reasonable extension of the W3C namespace policy for
collation URIs to resolve to some resource, that resource should not be a
namespace document, because the object identified by the URI is not a
namespace.
