Given the resolution of <https://www.w3.org/Bugs/Public/show_bug.cgi?id=21370>,
the expected result of format-dateTime-011 is wrong.  Specifically, "0" can not
be an expected value for a week number since week numbers are in the range
[1,5].

Every expected week number of "0" should be a "5", i.e., the 5th week of the
previous month.
