Several cbcl-error-* test cases include calls to fn:error().

cbcl-error-004: empty(() eq fn:error())
cbcl-error-009: empty(() is fn:error())
cbcl-error-011: false() and fn:error()
cbcl-error-013: true() or fn:error()

I believe that all of these should allow FOER0000 to be raised.
