Agreed. The spec for timezone formatting has been clarified and made more
prescriptive. I have split the test into two, one of which uses [z0] and gives
the current results, the other uses [z] and gives Tim's results.

I've also taken the opportunity to add some tests for military timezones,
though there is more that could be tested in this area.
