Section 4.15, Annotations, contains, "Implementations MAY define further
annotations, ..." and "Implementations MUST NOT define annotations ..."

Upper casing and underlining of MAY and MUST NOT appear only in the Conformance
section. All other occurrences in the specification are plain text.
