This report is related to Bug 16034 against QT3 test cases extvardef-016a &
016b.

The text in 4.17 Context Item Declaration describes how a context item
declaration may be used to define the context item $fs:dot.  It does give any
guidance on how or whether a context item declaration implicitly defines
$fs:last and $fs:position.
