That's because it was removed from the current draft as a result of the
face-to-face meeting in Lyon, where we discussed this point explicitly.
As the the minutes record:
jonathan:5.2.3 Schema Aware Feature
[4:29pm]jonathan:proposal: schema aware allows/prohibits schema import
and validate, nothing more or less
[4:30pm]jonathan:different modules may enable/disable this feature in a
given query
We discussed this at the face-to-face, in our resolution of Bug 19602, which
records the same decision.
