The second change in Proposal 5 is missing from the latest editor's draft: "If Proposal 2 is accepted (defining all-optional-features), then I suggest that we add the following: "If all-optional-features appears in a require-feature or prohibit-feature option declaration, and schema-import, schema-validation, static-typing, module, or serialization appear in a require-feature or prohibit-feature option declaration, then an error is raised: err:XQSTxxxx.""
