As mentioned in point (16) of Bug 10368 comment 0, the XQuery
spec is inconsistent on whether a module has a static context.

4.12 "Module Import" plainly says:
    "Each module has its own static context."

and yet 2.1.1 "Static Context" only talks about expressions having
a static context.
