The specification includes the stated intent that it should be able to return a set of URIs without dereferencing them, yet the semantics of the function as stated appear to preclude this option, because it is required that the URIs returned should all resolve to document nodes when supplied as arguments to the doc() function. I discovered this today when using uri-collection() to solve a problem where the URIs in question actually referred to resources that I then wanted to retrieve using unparsed-text().
