In reviewing the minutes from the Santa Clara face to face, I believe the
Working Group endorsed the following understanding:

[11:22] <jonathan> This would be an error, then?
[11:24] <jonathan> declare namespace qf = "
http://www.w3.org/2011/xquery-features";
[11:24] <jonathan> declare option qf:prohibit-feature 
"qf:all-optional-features";
[11:24] <jonathan> declare option qf:require-feature 
"qf:full-text-mild-not";

Mary:  Not an error.  This is how you say "I only want full-text-mild-not". 
The "all" applies last.

This is a more recent decision, I believe it supersedes the decision to which
you refer.
