This test expects error code FTST0009. This is incorrect. It should expect
XPTY0004 because "123" is not castable as xs:language. Quoting the PR:
"The StringLiteral following the keyword language designates one language. It
must be castable to xs:language; otherwise, an error is raised:
[err:XPTY0004]XP."
