Noted during the call that URI comparison does indeed use the default
collation. This was done to ensure the transitivity of lt. URI comparison in
the operator mapping table invokes the fn:compare function, which uses the
default collation. We introduced the codepoint-equal function to deal with the
known usability problems that this causes.

We're closing this as "won't fix".
