This bug also applies to XQuery 1.1

In section 2.1.1, for the definition of In-scope variables, XQuery has the
sentence:

Within a function declaration, the in-scope variables are extended by the names
and types of the function parameters.

This also applies to inline functions, which I believe are not covered by the
term "function declaration".

Since this should apply to inline functions the sentence also needs to be
copied into XPath 2.1
